POPCNT is only in the new USB drivers. I'm pretty sure someone can backport the one in W11 23H2.

I believe I do have reason for hope, as even in the latest Windows 11 Canary, you can just pull the Windows 10 Explorer from W10 22H2 and slap it on W11.

Correct me if I'm wrong, but I'm pretty sure Win 10 LTSC 2021 is set to get updates until 2030. And since it won't get major updates it is a prime candidate to modding. Basically, 10 is likely to last pretty long after the EOS date. 11 has no real gain over it, and 11 can't officially be installed on a lot of hardware still out there. A lot of people will stick with 10, and Microsoft will have to get the shills running extra hard to scare people about the EOS date...
