If you're talking about what i think you are, the issue isn't partiuclarly the TLS suites or version, but a root certificate expiry, and possibly other similar ones. LetsEncrypt is the one that comes to mind.

I am unsure why there would be a correlation, and I certainly don't think I've noticed a difference with things I've used. But I suppose there could be some reasons unknown to me why some stuff might be more stable in a x64 build. I certainly do not know everything about that stuff.

I dont see why it matters if your office program is 64 bit or not, so i see no reason to NOT cut out the x64. x86 will install on all, and it's not like an office program is going to be able to utilize any advantage x64 brings to the table.

I dont know about that. I am sending this over HTTP (in IE8). The only things I've seen that DON'T work over http is clicking the "home" button at the bottom, and clicking the logo at the top. Those two things redirect to HTTPS. I've been told that fixing those two things is apparently not...
