If you have Windows 8.1, this is also the last version for you, you just don't need to do anything.
If you use Windows 7 or 8.0, there are two methods. I'll be using the wxWidgets release for this, but if you're insane, you can use the QT6 release with the modded 6.3.1 dlls.
Get the wxWidgets release of PCSX2 1.7.3581 from here https://github.com/PCSX2/pcsx2/releases/tag/v1.7.3581
Method 1:
Download ReShade from https://reshade.me/#download
Install ReShade for PCSX2 for DirectX 10/11/12
Method 2:
Extract the .7z
Open pcsx2x64.exe with CFF Explorer or a hex editor, the next few steps can be done with either CFF Explorer or a hex editor
For CFF Explorer, go to import directory, dxgi.dll, and double click CreateDXGIFactory2, and remove the 2 from the end
Save
or
For a hex editor, search for the hex 43 72 65 61 74 65 44 58 47 49 46 61 63 74 6F 72 79 32
Change 32 to 00
Save
For method 2, you can't use DX11, if you want to use DX11, you'll need to use method 1.

In light of the recent PCSX2 v2.2 release, I just thought I'd mention:
- dio-gh backported an earlier version to Qt 6.2.2, but has since deleted his fork
- I archived his fork and release binaries here
The above, plus the various Qt6 fixes could be potentially used to backport the new version of PCSX2 to Windows 7. Blockers are likely "fast memory" features, and possibly the deprecation of Lilypad for touch-sensitive buttons. Not sure what they're using now, as Nefarius' driver releases are a mess (and recently all Win10-exclusive)

The modded Qt 6.3.1 DLLs don't seem to work as is with PCSX2 1.7.3581; crashes without opening on my Win10 1709 with "The procedure entry point MapViewOfFile3 could not be located in the DLL [path]\pcsx2-qtx64.exe
Also, anyone know how to block the annoying update checks for Reshade? The solution proposed here doesn't work, as I use api.github.com and there is no occurrence of an update-check URL within dxgi.dll

Yeah, just use WxWidgets then.
I was able to search for it and find it, at least with 5.5.1. These are the settings that worked for me.
