This is 8.1 x64 with all the non-telemetry updates up to 2020-01 and 2016-09. It also has .Net 3.5, 4.8, and 6, VC++, and more.
There is also a services tweaking guide here (add link), doing this will reduce the amount of background services and improve both performance and security.
Q&A
Q: I just checked Windows update, and it's missing plenty of updates, why?
A: That's because those updates include telemetry, all the updates that begin with a date on Windows update are guaranteed to have telemetry, excluding IE updates. The rest of the KB updates that aren't in the ISO are likely telemetry as well.
Q: Is the 2016-09 versions only updated to 2016-09?
A: Yes and no, Windows itself in both of the versions is updated to the specified point, however .Net, IE, and maybe others have the latest updates as of the time of posting.
Q: Doesn't 8.1 already have telemetry?
A: Yes and no, all Windows versions since 2000 have had some form of telemetry, each newer version got progressively more telemetry included in it compared to the previous version, but 8.1 is still far from Windows 10/11's level of telemetry, and most of it can be bypassed by not joining in the Windows Customer Experience Improvement Program. In fact, the privacy tweaks included in the readme on the desktop nullify most of the telemetry in pre-telemetry update copies of Windows.
Legal (Please don't sue)
This ISO is provided without a license key or any activation, meaning it is not an illegal source of Windows. The users must have their own license key to activate Windows.
The updates and integrated .Net, Visual C++, and more belong to Microsoft and the developers there that created them.

8.0 Is going to be harder. I have mostly everything ready to start, I'm just not sure how to do it without using audit mode, which I don't want to use.

Windows 7 was the last good operating system a user can use, since it's the best operating system, in my opinion. Windows 10 and 11, on the other hand, are ugh, so annoying.

But when I try to do it from a USB (8.1, 64bit, updated to 2020), on a partition, it doesn't let me install saying it has to be in GPT. Booting from said USB in non-UEFI is just a smiley face

Try Rufus 2.18p and make sure it's set to MBR for legacy.

Think I'll redo this next. I originally based off of 8.1 with Update, however that has telemetry integrated. So I'm going to work from RTM 8.1 to Update, and then to 2020-01. I'm not sure what a true minimal update point for 8.1 would be so I don't think I'm going to try.

The update is KB2976978, and as far as I can tell, it is impossible to uninstall.

Ok, so 8.1 with update was originally update 1, however that was silently replaced with update 3. Update 3 version is the one with KB2976978. So I'm going to try update 1 now.
By the way I might also try working on embedded industry versions, however I'm not sure if they have any advantages. I was also thinking about N versions, but you can literally just disable WMP stock.
