have you tried altsnap? it's a fork of altdrag that works on NT 4 and above. it's pretty much the closest to what u want.

that's so weird. i was expecting them to jump to the latest build of chromium and electron. so are they still semi-officially supporting legacy windows?

as long as the last working version of the steam client still works, games on steam will still run.
