Somewhere in control panel, I guess.

It's not that bad, it's similar to 7.

It can't be disabled in Windows Vista. There are keys in the registry, but those either enable it or completely disable it. And the UAC prompts are much more prominent in Vista than in 7 and later. They pop up when you want to access/change nearly every Windows setting (accessing Computer Management by right clicking Computer in the start menu pulls up the UAC) while in Windows 7, it is automatically set to not notify you when changing most Windows settings, although you can change it so it mimics Vista UAC, or even completely disable it. This also applies to 8 and later as well.
