Do you think Windows Server 2022 will be 11 based?

They made Windows 10 worse somehow.

I think so, I don't see any reason Microsoft would throw away the 11 kernel improvements for the server market.

I think 2022 will be a hybrid between 10 and 11. 10 UI, 11 kernal. 11 ui might be slow on servers

In current Insider builds, yes. However if you meant the public released version (20348), no. If you look at the GUI of Windows Server 2022, its based on Windows 10 except the Settings logo. Microsoft compiled 20348 months before the Cobalt internal build phase which brings us to Windows 11.

Windows Server based on Windows 11 GUI could perhaps be released sometime in 2023/24 depending on the policy of MS, however if MS extends again the policy of releasing new Windows 11 feature update, then expect it to be released in 2025.

Microsoft seems to violate their WaaS policy ever since Windows 10 21H2 came out. They used 19041 enablement builds instead of newer 20348 like on their Server 2022 lineup. I think MS is lazy on backporting 20348 onto consumer Windows 10 and too focused on Windows 11.
