Due to server slowness, downtime, and other issues, Eclipse will be moving to a more stable and efficient platform that should result in much better stability. There is no timeline for this yet, just want you to know what's happening with all the downtime and I have a plan to fix it.

Future Of Steam On Windows 8 /8.1?
with steam dropping support for 8/8.1 in 2023 its been almost a year now since then and no fix or workarounds have been found yet both these OSes are perfectly stable and non-telemetry filled and it would be amazing to get modern revisions working on them again just like good old times

7 you can do something with VxKex, 8.1 doesn't really have a modern Steam fix.
Although I still use 2023-07-10 hotfix just fine. idk when Steam will break.
