This is an ISO that I haven't touched since sometime in 2023, I don't remember how I made it, but you might be able to piece together how I made it with the xml files included. I used the 2023-07 ISO as a base and integrated more updates, I integrated some updates with telemetry, however I nuked the telemetry from the ISO. The ISO is highly optimized, I removed and disabled everything I could while still keeping compatibility with most programs. My only changes since the release candidate in 2023 are that I converted the install.wim to .esd and slimmed down the boot.wim.

The ISO is under 4GB when installed, however you will need to reboot after installing to see the true size. Due to how Windows 8.1 works, the size can be anywhere from slightly bigger to half your drive before you reboot. RAM usage can also be up to 1GB less than stock 8.1.

Why exactly did you copy nearly word for word my text from Se7en L1te (Windows 7 ISO smaller than 1GB)?

The ISO is in fact over 1GB and seems to have been worked on up to right before you posted. There is no 2023-07 ISO here, but I believe you probably used one as a base. Haven't installed, but it seems telemetry was nuked in the usual spots. I doubt you released a release candidate in 2023.

The ISO does look like it would be under 4GB when installed, but again I haven't checked exactly. The with true size is exacerbated with 7, 8.1 is a lot smarter with the page and hibernation files, so I doubt it's going to be half your drive in any scenario. RAM usage is also unlikely to be 1GB less than stock 8.1 because 8.1 is very efficient at RAM management, but again I haven't tested exactly.

It seems half decent. I haven't confirmed if it's completely safe but it seems fine.

It has some telemetry updates, but the telemetry was stripped out, so that's moot. It's also based on a based version of 8.1.
