Tried on Windows 8.1 with auto color mode on in personalize menu, althrough this is out of topic, the titlebar you see in winver window almost same red color. Keep in mind though that Windows 7's Aero theme didnt have the automatic color feature because Windows 8 1st implemented automatic color scheme mode for wallpapers.

IIRC, Dibya's pfp in both Linus Tech Tips forum and MSFN uses this cute anime boy (i think) and it's name was Kiyokazu Fujimoto.
