Due to server slowness, downtime, and other issues, Eclipse will be moving to a more stable and efficient platform that should result in much better stability. There is no timeline for this yet, just want you to know what's happening with all the downtime and I have a plan to fix it.

where can I find an archive that contains all windows xp updates up to 2014?

There's only really ISOs and the third party Windows Update replacements. ISOs are the easiest way to get all the updates. Regular XP x86 isn't much of a focus here. There is an ISO with updates until late 2013 here though. https://board.eclipse.cx/viewtopic.php?t=174
