emulator thingy??

What if there was a kind of emulator kinda thing that supports win95 -> win7 that allows you to run newer apps almost flawlessly (from win10, linux etc) without issues

It does, have used it. Lately, I tested Teamspeak 2 (the voice-chat program that runs on everything between Win98 and Win10) on Linux. And it worked within a WinXP virtual machine, that can connect to the internet. The VM was VirtualBox.
