Steam 2023-01-26 for Windows Vista with Extended Kernel

This is a hotfix build, so it shows up as being from December 15th, 2022, but it was released on January 26th, 2023. It is the newest build that I can get running so far on Windows Vista.

The instructions for getting it running are included in the download. Just move the files to their specified locations and it should just work.

Stupid fuck me forgot to include steam.cfg to block updates, it's added now.

While testing in a VM, i had to use the -noreactlogin argument. The Steam library itself works just fine though.

Weirdly, I encounter Steam WebHelper crashes. Which makes the client way less usable. Although it can still download and run games just fine. Also, it forgets your password (but remembers the login)

The webhelper crash was an issue with my install. I fixed it now. The password forgetting was with me not using React login.

Can this be modded to work without extended kernel please?
The 2020 build has no downloading
